Promotion within a corrupt organization is usually after having established a vital hold over the person involved. Merit and pay are insufficient, given the corrupt nature of the regime. Those who are honest are usually compromised and that will be used against them if they do not toe the line. The Ireland Jersy covers a multitude of methods of enforcement.</description>
